What is the Population of the Town of Grottoes?

When are the Grottoes Town Council Meetings?

The Council meets the second Monday of each month at 7:00 pm.  All meetings are open to the public and are held in the Council Chambers of the Municipal Building located at 601 Dogwood Avenue.  Check the events calendar on the Grottoes website or contact the Town Office for upcoming meetings and any schedule changes.

How do I Contact the Town Office?

The Grottoes Town Office is located in the Municipal Building, 601 Dogwood Avenue at the corner of Dogwood Avenue and Sixth Street. The mailing address is P.O. Box 146 Grottoes, VA 24441. The telephone number is (540) 249-5896 and the Fax number is (540) 249-5726. The Town Office is open 8:00 am to 5:00 pm during normal business days. You may contact the Town via email at info@ci.grottoes.va.us.

Who should I contact if I have an emergency when the Town Office is closed?

We have an answering service available to take your calls anytime of day or night.  They can be reached by contacting our regular business telephone line at (540) 249-5896.  Please provide them with as much information as possible about your emergency and they will contact our on-call maintenance person.

Automobile Decals / Vehicle License Fees

Do I still need a Town of Grottoes decal for my vehicle?

No.  Effective November 8, 2010 the Grottoes Town Council voted to eliminate the Town decal. Decals will no longer be issued or required for display on motor vehicles, motorcycles, trailers or semi-trailers. To replace the decal a Motor Vehicle License Fee will be assessed each calendar year. This fee will be assessed on all motor vehicles, motorcycles, trailers and semi-trailers licensed in the Town of Grottoes as of January 1st of each year. The license fee will be billed with the personal property bill that is due December 5th of each year.

What is the Vehicle License Fee?

The Vehicle License Fee is levied on each motor vehicle, motorcycle, trailer and semi-trailer for which a state license plate is required and which is normally garaged, stored or parked in the Town of Grottoes.

A Vehicle License Fee is assessed each calendar year based on January 1st ownership/garage jurisdiction.  For calendar year 2011 and subsequent years the license fee is due December 5th of the preceeding year and will be billed by the Treasurer at the same time as personal property taxes.

How do I pay my Vehicle License Fee?

Along with the Personal Property taxes, the Vehicle License Fee can be paid in person by cash, check or money order at the Town Office at 601 Dogwood Avenue, Grottoes, Virginia or by mail at P. O. Box 146, Grottoes, Virginia 24441.  Please make checks payable to Town of Grottoes.

What happens if I do not pay my Vehicle License Fee?

If the Vehicle License Fee is not paid in the current year it will remain due and be collectible.  All collection actions available for Personal Property taxes also apply for the Vehicle License Fee.

If I receive 100% tax credit under the Personal Property Tax Relief Act for my vehicle, which is valued at $1,000 or less and used for non-business purposes, will  I receive a bill for a Vehicle License Fee?

Yes, the Vehicle License Fee will now be included on the annual Personal Property tax bill.  If, due to PPTRA tax credit, you do not pay Personal Property taxes, you will still receive a bill for the Vehicle License Fee.

If I move from the Town of Grottoes to another state and/or locality, will I receive a refund for my Vehicle License Fee?

No, there is no refund for moving from the Town of Grottoes or for a disposed vehicle.  As well, there is no transfer of the Vehicle License Fee to a newly acquired vehicle.

A penalty of 10% will be added to your balance if payment is not received by the 5th. If you do not receive a bill contact the Town Office. 

How and Where can I pay my bill?

Bills may be paid in person at the Town Office. Payments may be mailed to the Town Office at P.O. Box 146 Grottoes, VA 24441 or left in the drop box located next to the parking lot and sidewalk of the Municipal Building.  Currently, we do not accept debit or credit cards.   When paying by check or money order, please make payable to the Town of Grottoes.  There is a $30.00 charge for returned checks.

As a new resident, how do I connect to water and sewer service?

To establish water service in a new name for an existing water and sewer connection, please contact the Town Office.  An Application for Water & Sewer Account must be completed and a deposit in the amount of $75.00 must be paid prior to the Town turning on the water service.  This must be done in person and a photo ID must be presented to a Town official.  Deposit payments are accepted in the form of cash, check or money order.  Currently, we do not accept debit or credit cards.   When paying by check or money order, please make payable to the Town of Grottoes.  There is a $30.00 charge for returned checks.

What are the fees that must be paid for a new water and sewer connection?

For new construction, there is a $3,000 water connection fee and a $3,000 sewer connection fee. For more information contact the Town Office at (540) 249-5896.

Curbside Trash Collection

Who picks up my garbage?

The Town of Grottoes provides trash collection to Town residents on a weekly basis.

What does this cost?

There is a bi-monthly charge of $23.48 that is added to the water & sewer bill.

When is trash collected?

Trash is collected every Wednesday for residences on the east side of Dogwood Avenue and collected on every Thursday for residences on the west side of Dogwood Avenue.

Trash should be placed in trash bags or proper containers, which need to be covered at all times and should not excee50 lbs.  Trash should not contain liquids.  IKitty Litter must be placed in bags which should not exceep 50 lbs. Trash should be placed adjacent to the street for pick-up no later than 7:00 a.m. the day of scheduled collection.  So not allow trash from outside of Town to be placed at your home.  This will cause an increase to our landfill costs and ultimately make it ne3cessary to increase refuse rates.

Reserving Town Facilities for Special Occasions

How do I reserve a shelter at one of the Town parks?

Shelters for both Mountain View Park and Grand Caverns Park are reserved through our office at Grand Caverns.  You can obtain more information about reserving a shelter by calling (540) 249-5705.

What is the fee for reserving a shelter at a Town park?

Mountain View Park:

Mountain View Park offers 5 picnic shelters which can accommodate from 35-75 people.  Each shelter has a water spigot closely associated, and a permanent grill available for use.  All shelters have electricity available. There are fees to reserve a picnic shelter and reservations may be made anytime after March 1 of each year.  Rental and capacity are as follows:

Grand Caverns Park:

Grand Caverns offers 5 picnic shelters which can accommodate from 75-200 people.  There are also several free standing picnic tables available.  Each shelter has a water spigot closely associated and a permanent grill available for use. All shelters have electricity available and Shelter #2 has a massive stone fireplace.  There are fees to reserve a picnic shelter and reservations may be made anytime after March 1 of each year.  Rental and capacity are as follows:

Grand Caverns also hosts company picnics which include cavern tours, mini-golf, and pool admissions.  Please call (540)-249-5729 for details and pricing.  Contracts are taken beginning in January. 

Does the Town have any indoor facilities available to rent for special occasions?

The Community Room at the Grottoes Town Hall may be rented for various events for the day for a fee of $100 plus a refundable deposit of $50.  You can obtain more information about reserving the Community Room by calling (540) 249-5896.

Zoning Permits, Additions, and New Construction

I am planning an addition or new construction, what does the Town require?

For any planned new construction or addition, you must apply for a Zoning Permit with the Zoning Administrator. After the Town of Grottoes approves a Zoning Permit you must obtain a building permit from Rockingham County.  For more detailed information about how to obtain a Zoning Permit, please visit our Zoning Information page. 

Who do I contact before I dig?

Please call MISS Untility of Virginia at 800-552-7001 or 811 before you dig or excavate.  This will prevent vital and costly utilites from being damaged as a result of not knowing where utility lines are located.

Personal Property Taxes

Personal Property tax is paid to the Town of Grottoes annually and is due by December 5.  Every motor vehicle that is regularly garaged, stored or parked in the Town of Grottoes is subject to this tax.  Personal Property taxes are based on vehicles registered in the Town on January 1 of the tax year.  The tax rate is $.38 per $100.00 of the assessed value.  Assessments are determined by Rockingham County.  Late Personal Property payments are subject to penalty and interest.    

Residents located in towns within Rockingham County are assessed a town tax in ADDITION to Rockingham County Personal Property taxes. 

Real Estate Taxes

Real Estate tax is paid to the Town of Grottoes annually and is due by December 5.  The tax rate is $.12 per $100.00 of the assessed value.  Assessments are determined by Rockingham County.  Late Real Estate payments are subject to penalty and interest.   

Residents located in towns within Rockingham County are assessed a town tax in ADDITION to Rockingham County Real Estate taxes. 

Why must I pay taxes to both the County and Town?

Towns and counties provide different services. The majority of County tax money goes towards funding the school system. The County also provides fire and rescue services, the court system, landfill, dispatching services, health and welfare benefits, and many other services enjoyed by Town citizens. So you are not paying double taxes, you are just buying services from two separate providers.

Voting

How do I registrar to vote?

You can register to vote one of two ways:

  • By Mail: Applications can be obtained by calling the Registrar's Office at (540) 564-3055
  • In Person: At the Registrar's Office or Division of Motor Vehicles Office, Valley Mall, Harrisonburg or Social Services agencies.

Registration Application

Each person registering to vote shall provide the following information on the application:

  • Full name, including a maiden name or any other prior legal name
  • Age
  • Gender
  • Date of Birth
  • Social Security Number
  • Whether you are presently a United States citizen
  • Address and place of abode
  • Place of any previous registrations to vote
  • Whether you have ever been judged to be mentally incompetent or convicted of a felony, and if so, under what circumstances your right to vote has been restored.

What are the deadlines for voter registration?

Voter registration closes at 5 pm:

  • Twenty-nine (29) days prior to a primary or general election
  • Seven days (7) prior to a special election called by the Governor
  • Speaker of the House of Delegates, or President pro tempore of the Senate, or pursuant to rule or resolution of either house of the General Assembly
  • Fourteen days (14) prior to any other special election

What are my Voting Districts and where is my polling place?

Grottoes is in the:

The polling place is the Town of Grottoes Municipal Building open from 6:00 am to 7:00 pm on election days.

Golf Cart Registration

Effective December 12, 2013, the Grottoes Town Council voted to pass a golf cart ordinance allowing golf carts to be driven on or across Town streets with the speed limit being 25 mph or less. The golf cart must be registered with the Town and a golf cart decal obtained to be displayed on the golf cart. Registration forms may be picked at the Town Office during normal business hours. This registration form will need to be taken with the golf cart to be inspected for the needed safety features. This annual inspection may be done at any state inspection station or any business engaged in the sale of golf carts. The Town also requires that the golf cart is to be insured. The operator of the golf cart must have a valid driver’s license and the golf cart must be operated in accordance with all state and local traffic laws. Golf cart registrations will expire each year on April 15th with the first decals issued expiring on April 15, 2015. Copies of the golf cart ordinance and registration forms may be obtained at the Town Office or by visiting our Documents and Forms Page.
